What does "Top drawer" mean?

Today it means: Really good, the best, high quality.

Ships logs, orders and important papers were always kept secure in the top drawer of the Captains desk or bureau. Similar drawers in houses on land would also be used for important things like papers, jewellery, silver and the like.
