What does "See how the land lies" mean?

Today it means: Find out when 'x' happens or when you get there.

Similar to "the lay of the land", sailors needed to observe the shape of the land i.e. a hill, river or mountain range, to find out where they were. Navigation was only ever a best guess so it was very important to "see how the land lies" to find out exactly where you were.
